Most e-commerce fulfillment businesses will not serve as the importer of record. Non-resident (non-U.S.) businesses can serve as the importer of record provided certain conditions are met. Fulfillment by Amazon
Amazon, including the fulfillment centers, will not serve as the importer of record for any shipment of (Fulfillment by Amazon (FBA) inventory. All FBA inventory shipments attempting to make entry with Amazon as the importer of record will be refused and returned at the shipper’s expense without exception.
